    Default Anti-spanking bill passes first hurdle in House


    D nani bag-o nga news, but i haven't seen anybody post this. (busy guro cge duwa dota or telenovela..wehehe). Seriously, what are these congresswomen thinking? i mean, they can't police their own politicians so they will try to intervene on how we should raise our kids. So much for a democratic country. I hope anybody here can share the whole copy of the Bill... this is the news i saw from yahoo March 29,2011 (you can also look for it at ABS-CBN website).


    QUEZON CITY, METRO MANILA — The United Nations Children's Fund (UNICEF) lauded the passing of a bill that penalizes spanking or hitting children as a form of discipline.
    The Positive Discipline Act of 2011 passed the first reading at the House committee on the welfare of children. The bill is co-authored by Tarlac Representative Susan Yap and Bagong Henerasyon Rep. Bernadette Herrera-Dy.

    The said bill promotes positive and non-violent forms of disciplining children.

    High profile cases of child violence and beatings prompted Congress to act with a proposed legislation to assist parents in fulfilling their parental authority while upholding children's rights.

    Once approved into law, the bill mandates a comprehensive program to protect children from all forms of physical or mental (psychological) violence, injury and neglect.

    "At most the punishment would be an aresto major, which includes one to 60 days of imprisonment but for cases like this, usually the DSWD (Department of Social Work and Welfare) intervenes to reorient the parents on how to handle their children," said Herrera-Dy.

    A study by Plan International, the United Nations Children's Education Fund (UNICEF) and Australian Aid (Ausaid) showed high incidence of school children being subjected to physical punishment to discourage misbehavior.

    As defined under the bill, positive and non-violent discipline refers to "an approach to correct the behavior of a child and to teach a lesson that would build self-discipline and emotional control while nurturing a good relationship with the child by understanding his or her needs and capabilities at various ages".

    The Department of Education has affirmed its support to the bill and has likewise initiated some actions together with UNICEF that would address violence against children not just in school but at home.

    "Evidence stress that violence against children is harmful as it impedes their development and has negative impact on their childhood," noted Child Rights Network (CRN) co-convenor Selena Fortich. "This is an opportunity for the Philippines to be in the forefront of the advocacy to institutionalize and promote positive and non-violent ways of discipline for children."

    exatly bai...di man jud ko mooyon og bunal og bata but naa juy time nga kinahanglan..(basta dili lang jud sa ulo gud). kani man gud sad ning atong mga congresswoman wa guro naka sulay og lisod nga kahimtang. naa man gud ni silay yaya sa mga bata. then basin ilang mga yaya mamonal sa ilang mga anak. nindot nga idea man unta pero sos intawn, dili man realistic. mas maayo ta to i-push ang Anti-Political Dynasty law. para putol corruption (ideally) .kani man hinoong pagbunal sa atong mga bata ang hilabtan nga naa naman tay bantay Bata ron..

    mas powerful pa ang mga american kids kesa sa ilang parents kay mag salig na man... magbuhat na sa ilang gusto...

    Wala jud tay ayo ani. Ang pinoy cge lang sunod2x sa western culture ani. Spanking is not violence against children and is not that harmful. It will not lead to child abuse if mao na ila gikahadlokan. It will discipline them og dili nuon ma spoiled og mga walay tahod. Mao bitaw naa ta child abuse law sa pinas para ma monitor and to protect katong mo aboso sa mga bata in action or in word. Ang government na nuon magbuot unsaon pag discipline sa parents ilang anak. Naglisod man gani silag limpyo sa government sa mga corrupt. tsk,tsk,...

    i agree. If this bill passes. The Philippines will be raising spoiled brats on top of the already up-in-the-air mentality of Filipinos. The country will go to the children.

    ok raman ipattern ta sa US or sa west..basta pud parehas ta og economy. parehas tag standard cost of living..etc..kani man sad gud atong congresswomen tawn brilliant man kaayo. wa pa gani ka update/review sa loophole sa ilang juvinille justice law sundan dayon nila ani..ayay..Herrera? hmm anak ba ni sya ni former Sen. Herrera? kadtong nagpapasar sa adtong Labor law? (reason why diha sa isa ka company sa mandaue daghan diha 2 years nalng probitionary gihapon)...if anak ni sya, then the apples don't fall far from the tree...(kana if anak man gani..)
