Tired of being the subject of at least three radio commentaries attacking her reputation, Mandaue City Sports Commission chairperson Cheryl Ouano filed a libel complaint against radio dyHP anchor Joash Dignos yesterday afternoon.
Cheryl, daughter-in-law of Mandaue City Mayor Thadeo “Teddy” Ouano, said Dignos’ commentaries last July 13, 14 and 17 not only affected her but also her family, especially her ailing father.

In his radio program “Birada,” Dignos reportedly said the mayor has sexual relations with Cheryl.
“Ikaw kaning gikaingon nga chief executive nga ni jerjer og umagad,” Dignos said in his July 17 commentary, which the Ouano family taped.
Dignos allegedly identified Thadeo Ouano as the chief executive.
Cheryl said the statements have depicted her as a “whore and shameless woman, having sexual intercourse with my own father-in-law.”
“Joash Dignos had unlawfully and publicly uttered the slanderous words, not in response to his social and official duty but they were intended solely for the purpose of exposing me and my family to public hatred, social humiliation, contempt, disrespect and ridicule,” her complaint stated.
“Gutter”
Sun.Star Cebu called up dyHP station manager Cynthia Barte yesterday afternoon but she declined to issue any comment because she has not read the complaint nor talked with Dignos, an employee of the radio station.
Accompanied by her in-laws, Cheryl filed the complaint at the Mandaue City Prosecutor’s Office yesterday afternoon.
She did not specify the amount in damages she is asking but Cheryl’s legal counsel, Gloria Lastimosa-Dalawampu, said it will be determined later in the hearing.
“He (Dignos) is polluting the airlanes with his gutter language,” Dalawampu said.
Cheryl, 35, is married to Ouano’s son, Cebu Provincial Board Member Alfred Francis “Alfie” Ouano. They have two children.
She is also executive secretary of Teddy, 59.
In a press conference prior to the filing of the complaint, Teddy’s wife, Linda, lashed out at Dignos, saying his commentaries were foul and offensive.
“What he said is a fabrication of an evil mind,” she said.
Linda, who usually does not issue comments to the media, was vocal yesterday in her stand against the commentaries that have destroyed their reputation.
“This libel suit can’t repair the damage done,” she added.
Politics
She also thinks that politics could be behind Dignos’ commentaries against the mayor, saying somebody must be paying him to make the attacks.
For her part, Cheryl said she can accept criticisms on her being a public employee but not this one, which she said is very painful.
“Naguba akong pagka-babaye, pagkainahan og pagkaasawa (It ruined my reputation as a woman, mother and wife),” she said.
Mayor Ouano said he was also hurt by the commentaries, which he finds “too much” because it already involves the family.
He said it is time the matter is brought to court because his patience has run out.
Alfie, for his part, said he didn’t mind the commentaries because he knows they are not true.
Nevertheless, he is supporting his wife’s move to sue Dignos.
Complaint
Based on Cheryl’s complaint, Dignos said in his July 13 commentary that an official of a city in Metro Cebu had *** with his daughter-in-law.
It was repeated in his program the next day.
“Opisyal nga ni jerjer sa umagad, mata na!” Dignos said.
“Dignos’ public imputations are not only false but were also made in bad faith in as much as there is no iota of evidence to support said imputations.”
“In making said public, false and malicious imputations and accusations against me and my person, respondent Dignos has clearly been motivated by ill-feeling and rancor,” Cheryl’s complaint stated.
