    Default Osmena vs. Ouano

it's Teddy versus Tomas this time..

    here's the main rift...

    ...............................................

Smarting from Mandaue City Mayor Thadeo Ouano’s opposition to his four-day holiday proposal for the Asean summit in December, an irate Cebu City Mayor Tomas Osmeña lashed back by raising the shabu lab issue that is hounding Ouano.

    Ouano's point:

Ouano noted that resorting to such a move just to secure visiting foreign dignitaries would mean Cebu is not ready to host the event.

    Tomas strikes back:

“There’s a risk here that some people are choosing to ignore because they are more concerned that Yo Latino is going to reduce its income when it reopens soon,” he said, referring to a restaurant owned by Ouano’s daughter.

“These are people who have selfish reasons and are concerned only about their business to showcase what? There’s nothing to showcase in Mandaue City anyway,” Osmeña added.

haha.. i want to see them as undercard in Pacquiao-Larios fight! lol..

IMO, Tommy's proposal for a four days holidya on December is not necessary.

i also do not agree but he has a point.

if there is no work, the city will be like a ghost town and the city will not be in it's "normal" setting or feel. i suggest no work for the government instead (since they do not really work anyway).

on the other hand if there will be work on those days, the traffic will be terrible and it is "more" difficult to sanitize the city and secure the heads of state as suggested by CENTCOM, the over-all in-charge of security.

so right now, they are at an impasse and should find the best solution to this predicament.

on a personal note, it will be a burden for me as an entrepreneur to pay holiday rates to my employees without any work done.

declaring a holiday is of no use its coz will still require their employees to work for that span of time, its an overtime though.so declaring holiday will never be realized...but as an employee i would like to have those days declared a holiday....

    We need a paranoid
    neighborhood’ — Mayor Osmeña

Mayor Tomas Osmeña said Monday Cebu needed “a paranoid neighborhood” to realize the seriousness of being able to thwart any attempt of terrorists to disrupt the Association of Southeast Asian Nations (ASEAN) summit in December.

And when Mandaue City Mayor Thadeo Ouano commented that Osmeña’s move to declare a three-day holiday in Cebu during the ASEAN summit was an “overreaction”, the Cebu City mayor hit back.

“You cannot even detect a shabu laboratory, how much more one terrorist carrying a bomb?” Osmeña said, referring to the huge laboratory of shabu that was discovered by government agents in Barangay Umapad in 2004.

The mayor was parrying criticisms of declaring a three-day holiday in Cebu while the summit is on-going — an idea supported by President Gloria Macapagal-Arroyo and later approved.

Mayor Ouano chose to ignore Osmeña's statement. He instead called on Cebuanos to work together to make the coming event a success.

Osmeña wants the holiday declared to reduce the security risks for the 17 heads of state who will gather here from Dec. 11 to 14.

If the locals remain in the city, he said, it will be difficult for the police to respond to any emergency.

Cebu is 10 times vulnerable to a terrorist attack than it is bird flu, said the mayor.

“We’re even prepared to spend millions to prepare for bird flu, how much more for the summit. If anything happens during the summit, the image of the entire Cebu is at stake and its incumbent upon me to take steps to make sure it’s safe,” Osmeña said.
