    This is like a revolutionary movement. Wherein the group will train people to become good leaders.
    But in this case, this should be a government funded program. Not the leftist or rightest style.

    It's one of the many solutions feasible out there. This is better than nothing.

    Still don't work, gikaon na sa bulok nga sestema sa atong gobyerno ang majority sa Pinoy. Then, how can those 1000 youths win during the election? Shall we just appoint them? That's unconstitutional. As I said, federalism will force our culture to change.

    Certainly there are better solution without even spending billions or not spending at all. Economic reform for instance. You're suggesting something that we dont have the capabilities to launch it.. thats the problem. we can't even launch a change to parliamentary.

    All i see, that you and RMK and others are concern for Cebu only and not for the entire Philippines esp the poorer regions which doesnt have infrastructure like Manila and Cebu had, they gonna spend more than us and have you considered other the possible scenarios that would happen? We are not even sure if the government will tax us further ... you should rather run a campaign drive in making Cebu a Republic a free state or nation. I doubt going to federalism is a popular choice, you can tell that to the people in Manila.

    Well, we dont have to talk about constitutionality yet when it comes to solving the sick system of our country. The constitution can be ammended. Just like the federalism that you want. Still we will draft a new constitution for it. And as you see, there are still unconvinced that federalism will work. People will keep on finding ways to augment what is written. The best solution for me is the change in attitude of the people.

    If you are concerned about constitutionality, given for example we switch to federal, then you draft a constitution, put it there so that it becomes constitutional.

    What we need is not only change in the form of government, we also need a switch with our mentality and attitude. Attitude is the basic foundation of change. Federalism wont work iether if we stay with our culture. Maybe it will lessen a little bit, but still not the ultimate solution.

    as what you can see, the disadvantages outweigh more than that of the advantages.....before people will realize the advantages, grabe na ug effect ang disadvantages.....samot na magkagubot atong country....nagkontrahanay na gani ang mga regions, samot na kung federal states na ta....

    For province like Cebu, Davao, Cagayan de Oro, and Laguna......dali ra siguro kaayo nila maka-improve sa ila stature if this plan pursues....pero unsaon ang uban provinces who still the needs the government's support, the ethnic groups, the lay people......we cannot just force them to "grow" and be independent....

    the system is run by the government officials
    the officials are voted by the people ...
    if the official that runs the system is incompetent = system is incompetent

    We are not concern for Cebu only. Our concern is for the entire country. And we will not be spending billions in drafting a new constitution. Or even if we will, we gonna get it back. As I've said, state will be done by regions. So, they will find ways to improve their own state. They need to elect the best leader in town. And that economic reform you are talking, how will you do that? It will be eaten up by this dysfunctional system of government.
