the best and fastest one would be to have her arranged to be in a wheelchair in all flights to US...
getting a passport, visa, and other cr@p would take a while... passport alone takes 21 days... visa? good luck.... with them getting more stricter.... might as well get the first option... but you can always ask US embassy or call in our case kay naa man ta cebu, about something like a special visa to accompany an old woman...

http://manila.usembassy.gov/---- try this one. try getting a tourist visa. Its faster that way. If wala pa ma usab i think you could download the form. then you have a greater chances to be approve because of your reason/ purpose going to the US.

maka-walk pa ako lola karon with the help of a cane.. but i guess we can talk the doctor into requiring her to use a wheelchair in this case.. hehe..

i already have a passport.. but naglibog pako which visa to apply for or what..

naa diay US embassy here in cebu? that's a really great news.. might as well visit there one of these days to inquire..

thank you so much for the help..
