Speaking of terrorism, Sen. Jamby Madrigal just forged a communique with known communist honchos, which is outrageous considering her position as a member of the Senate. The NPA have been identified as terrorists not just by our government but also by the U.S. Jamby had no business forging alliances with them.

By now, Jamby was saying that she acted with the Senate, as if the whole of the upper chamber of Congress supported her actions on her communiqué with the NDF. Another pep talk for herself, I guess. The people just won't understand why she would have to resort to such idea.
Besides, the president had to declare an all-out war because the reds cannot just easily throw negotiations which the government should follow. Indeed, in the course of the negotiations, both parties should be sincere when they are in the negotiating table. However, the insincerity of the reds was felt. Hence, the need of the president to declare such.
Her side trip to Utrecht could not have been spontaneous. Terrorists feared using cash couriers, NGOs
Anti-money laundering units in Asia Pacific are keeping close watch on remittance channels feared used in financing terrorism.
Officials of financial intelligence units here in Manila for a meeting said they are closely watching cash couriers and non-government organizations and charities used in financing terrorist activities.
They said they have found evidence that remittance channels to Sri Lanka are being used by terrorists.
Mick Keelty, co-chair of the Asia Pacific Group on Money Laundering, also commissioner of the Australian Federal Police, said the group is fine-combing remittance flow to "understand what’s going on in this region."
The region is home to the biggest suppliers of labor and some countries like the Philippines, Indonesia and India are known to have large expatriate communities in many developed countries.
The Philippines alone has over 8 million laborers abroad sending home over $10 billion in remittance through banks annually. Although the capture rate for banks is already high at 80-85 percent, the amount of funds going through informal channels remains significantly high.
The Bangko Sentral ng Pilipinas estimates that funds sent through informal channels could have reached nearly $2 billion in 2005.
Although money-laundering authorities are not singling out the Philippines, they are looking at countries where the alternative mode is widespread.
"In some cases, expat communities very largely use the formal system because it is efficient and they can afford to use it but there are countries where the use of alternative channel is strong because it’s cheaper or they have acces to it," said Eliot Kennedy of the APG secretariat.
"All the formal areas don’t reach certain areas of the country so it can be an issue for countries with high expat ratio," Kennedy said.
Partly with the help of APG, the Paris-based Financial Action Task Force has issued a special recommendation to look into the remittance system due to the significant amount of money going through it.
"It’s a sufficient concern so there will be recommendation on that," Kennedy said.

Anti-terror Bill: Majority puts one over minority

Voting 10-4, the majority upheld the motion of Senator Juan Ponce Enrile to cut the period of interpellation on the bill, of which he is the sponsor. The vote paved the way for the start of the period of amendments on the proposed measure.
Senators believe that the resolution of the issue would result in something good: That the rules of procedure of the Senate would be strictly observed from then on and enable the chamber to act speedily on pending priority measures.
There are provisions in the proposed ANTI TERROR BILL that direct abused the freedom of expression and arrests of activists...
Malacañang has expressed that the Anti-terrorism law has to be pass because enforcers are being demoralized for they cannot put behind bars those who are suspects for terrorisms.
I think this is one of the reasons why we never lost in our senses continues attacks of this terrorists, because no one among them are behind bars. This is the fact. Delaying the measures of this bill is aggravating the country’s security situation.
There’s a reason why the administration is rushing this bill, simply because they are I guess concern with the lives of every Filipino who become the victims of the inhumane acts who do not exclude innocent lives in any level of lives.
