    Ralph Recto is an educated fellow, and authored a number of bills during his term as a Senator, including the EVAT. Nothing wrong with having a tax system. Governments need tax dollars to exist... What's wrong with EVAT, you ask? It's the way that it's applied, for one thing. It seems to be inconsistently applied to transactions. Some restaurants add their own "service" charge to your bill (generally 10-15%).. the EVAT is THEN computed and added to your bill. Aren't taxes meant to be applied to goods, and not labor charges? Also, if you have an item delivered from outside the RP, Customs adds a number of fees, charges and a Customs tax to your item.. The EVAT is then applied to the final figure (taxing a tax).

    How about the EVAT being applied to the cost of gas at the pumps? A gasoline tax is generally a fixed amount per gallon or liter sold, NOT a percentage of the total sale. When the price of gas was 40p per liter, if you purchased 10 liters your EVAT charge was 48 pesos. Now that gas is 64p per gallon, your EVAT on the same ten liters is more than 76 pesos. If it were a fixed "gas tax", the amount of tax you paid would be the same per liter, regardless of the price of the gas.

    In my opinion, the EVAT causes undue hardship on the people and seemingly provides nothing in return. Is this the implementation of the EVAT program that Recto should be rewarded for?

    You have a point sir. I have not have the chance to peruse that particular bill thoroughly though, but from where I am looking at, isn't this a DTI problem? on how the merchants apply the E-VAT. Similar to how merchants applied the credit card surcharge to a sale in the past? IMO, the logic is the same.

    during his senatorial years, i find ralph recto an effective senator until such time sa e-vat law... mao nang affected ang mga pinoy ani and this was the main issue why he lost last 2007 senatorial election... worse, during the campaign period adtong time, he defended the e-vat sa TV commercial.

    back to the topic, for me, qualied si ralph recto in fairness... let's just observe him first...

    all the points presented, makes sense. the beauty about E-VAT though is that everybody pays taxes, which is good. the E-VAT is good for the people with an uncorrupt government. probably some amendments to this bill may be needed plus going after tax evaders.

    personally, the bill itself is what we need.
