    1. we need that database - kanang updated for ID verification sa tanang mugamit sa service, if binuang or dili which should be coming from legit entity, sa government dapat pero as of this moment doubtful nga naa ta ani..ex: ka balita mo sa kahasol sa comelec? tungod sa way klarong database management.

    2. telco - well, kani nga part dili kaayo if i'm to say coming from a telco guy, sa aspect nga IT integration at least. but in terms of coverage, medyo lisod kay need man jud ni ug signal. kung via SatCom mahal, kung plainly Cellular Communication di kaayo 100% covered ang Pinas by any network.

ang interconnectivity, reliability & security is mostly needed.
for landline naay caller id, for cellphone naay balaod nga gipanday para sa registration no need na ang centralize database

for areas nga walay signal pwede raman na mag disegnate ug person nga naay radyo... which maoy nay current setup sa brgy

OT: what makes you say palpal ang K-12, it just started... if you are talking about the classrooms and lack of teachers... that is not the fault of K-12 thats an existing problem even before K-12....

OnT: Telstra has nothing to do with it, asa gud tawn ka naka punit ana nga balita? if we are talking about internet speed unsa guy labot ana sa emergency number.. we already have 117... ang sipyat lang kay sayop ang implementation...

why destroy the whole building if the problem is only the door?

Ako pasabot is palpak ang implementation sa K-12, let it continue until such time na tanang problema ma-solve na.

I don't know sa 911 Davao if same ba sa US nga centralized.

Dako ghapon usbonon ang 117 kay dili man callcenter and centralized connecting all emergency departments, directory service raman ang 117 tagaan ka ug number kay ikaw pa manawag sa local 7 digit number.

Pure Force and Rescue Corp. Chief Executive Officer Jojo Soliman disclosed to the Manila Bulletin on May 25, 2016 he presented to Duterte his 2-year-old citizen safety and rescue app which the public can use to report emergencies so the appropriate frontliners can be dispatched immediately to the scene.

“Sumulat ako ng letter sa kanya na itong system [and application] ipapagamit namin sa Pilipinas, free of charge,” Soliman said. “Prinesent namin ‘yung Pure Force [dahil] ‘yung capability natin is national. (I wrote a letter to [Duterte] to offer the Pure Force system and application for use in the Philippines, free of charge…because it is capable of nationwide coverage.)”

He explained to Duterte that by using the application, or by calling landline number 86505, concerned government agencies can view the reported emergencies which appear in the system.

The Philippine National Police, the Metro Manila Development Authority, the Department of Health, 17 local government units, and 14 cities have already partnered with Pure Force. The aforementioned government agencies and units now have access to Pure Force’s system.

Soliman added that in two months, Filipinos abroad can be able to enjoy the same application.

“’Yung [emergency] number ni Mayor [Duterte in Davao] is 911. As soon as maiayos na [with the telecommunication companies] papalitan ko lang ang 86505 to 911.”

In line with this, a bigger one-building data center is currently being put up in Sta. Cruz, Manila.

He, however, stressed that the existence of Pure Force is not a threat to private rescuers and companies that offer help against disasters.

Soliman said that during the meeting, Duterte told him that: “I cannot sign now as a mayor; I will sign as soon as I sit down [as president]”.

Asked why he is giving this system and application for free to the government, Soliman said as a citizen, he wanted to see the services which the Filipinos deserve to receive.

the planned and intentions is good ... but these should have long way to go

i mean not to be pessimistic but just like the problem with interconnection sa mga backbone infrastructure such as pole o poste nga dugay kaayo magkasinabot mga telecommunications companies

like if ang poste giugbok sa Globe then dugay pa makagamit ang PLDT and the same with PLDT nga if ilaha ang poste so dugay sab maka-connect ang Globe. okay na lang kaayo kun Veco ang tag-iya sa poste kay dali2x makakonek both PLDT and Globe

likewise, parehas ra ni kasagaran nga toll free numbers which are PLDT numbers nga di pwede matawagan o gamitan sa Globe landline o mobile nga kinahanglan pa ta mangita PLDT landline pud if manawag ta sa mga toll free numbers

so unsa man relation ani sa Nationwide 911, mas maayo naay Law o EO from the office-of-the-president arun mapadali ni nga project if the intentions is really for the welfare of the general public

its called concession... interconnection doesn't happen on the post... it happen on the main exchange. However PLDT sucks at this bigtime though... they only allow limited interconnection. its not technological issue, but rather an issue caused by a business decisions...

well globe can apply for a toll-free prefix but they didn't... again the issue is not technology but a result to business decisions... toll free is not controlled by govt its a service offered by a 3rd party

117 was created from E.O. 226... so E.O. would already suffice we dont need to create from scratch, we can just use 117 and re-organize it...

however until kini nga issue ma solved ug ang batasan sa mga pinoy mausab mag lisud silag implement ana... hence the reason nga ni failed ang 117

In order to prove this, remove your SIM Card and disable WIFI to make sure wala ka internet connection. After that, turn on GPS / Location Services.

Open a TEST APP e.g. GPS Test in Android...You will see that the phone receives update from GPS Satellites. As soon as it receives enough information, GPS fixes (you are outside and not inside a confined space or building, clear skies so that tiny GPS receiver in the phone can receive the signal from satellites orbiting in space), your location shall be shown in Long/Lat coordinates.

So dili true bai na GPS fix needs Internet connection. I think you mean of Assisted-GPS (A-GPS) which of course utilizes help from Cellular as well as Wi-Fi networks to determine location faster and more accurately because it can counter check.

Triangulation of location based on Cell Sites here in PH (would also depend if Telco operators enable it, according to a friend working as RF engineer in a major telco here, they aren't) is not even that accurate especially in mountainous areas wherein the Cell sites are spaced from each other very far apart. That is why, the dedicated GPS receiver in the smartphone is needed.

I knew the difference because I have owned a smartphone long before Android and IOS became mainstream. I used to have a phone that doesn't have dedicated GPS receiver and you need to download an updated setting/config every 2-3 days in order to determine Long/Lat Coordinates. I think that's what you mean in your #3 point, but that was what used to be before, right now not true anymore.
i know some latest phone have those specially mga latest gen... i build drone from scratch using very small gps so i know how small GPS are...

on my #3 reason, "it to worked properly and provide the geocode of the location" clearly states that it can get location, just not proper... geocode requires database, database hosted on the internet.... latlang doesn't... there is a difference...

so tell me how many people using phone with dedicated GPS?, you can start your reply by listing it down...

my comment is from firsthand experienced building a system that uses GPS from our startup... and base from inputs of comunication engr....

GPS is not OS specific you know, it is device specific... just because you friend works in a telco doesn't mean he is correct...

you're not the only one who uses smartphone before it became mainstream bro...i have been using wireless technology before it became mainstream... i doubt you have used that hollowblock satchel bag CDMA cellular phone from the early 90's
