OT: what makes you say palpal ang K-12, it just started... if you are talking about the classrooms and lack of teachers... that is not the fault of K-12 thats an existing problem even before K-12....

Kato naa mi emergency nanawag ko sa 117 ang operator gi patawag ko og local 7 digit number nga mao daw to number sa local station nila. So taas ghapon kaau ang process kung manawag ka sa 117 tagaan ka ug number then dili nalang ka I redirect ikaw pajud manawag ug 7 digit local station number.
Mura ra sila ug directory service unlike sa US na 911 callcenter nga centralized connected tanan sa emergency department, dili naka manawag og lain number. I don't know sa 911 Davao if same ba sa US nga centralized.
Dako ghapon usbonon ang 117 kay dili man callcenter and centralized connecting all emergency departments, directory service raman ang 117 tagaan ka ug number kay ikaw pa manawag sa local 7 digit number.

the planned and intentions is good ... but these should have long way to go
i mean not to be pessimistic but just like the problem with interconnection sa mga backbone infrastructure such as pole o poste nga dugay kaayo magkasinabot mga telecommunications companies
like if ang poste giugbok sa Globe then dugay pa makagamit ang PLDT and the same with PLDT nga if ilaha ang poste so dugay sab maka-connect ang Globe. okay na lang kaayo kun Veco ang tag-iya sa poste kay dali2x makakonek both PLDT and Globe
likewise, parehas ra ni kasagaran nga toll free numbers which are PLDT numbers nga di pwede matawagan o gamitan sa Globe landline o mobile nga kinahanglan pa ta mangita PLDT landline pud if manawag ta sa mga toll free numbers
so unsa man relation ani sa Nationwide 911, mas maayo naay Law o EO from the office-of-the-president arun mapadali ni nga project if the intentions is really for the welfare of the general public![]()
its called concession... interconnection doesn't happen on the post... it happen on the main exchange. However PLDT sucks at this bigtime though... they only allow limited interconnection. its not technological issue, but rather an issue caused by a business decisions...
well globe can apply for a toll-free prefix but they didn't... again the issue is not technology but a result to business decisions... toll free is not controlled by govt its a service offered by a 3rd party
117 was created from E.O. 226... so E.O. would already suffice we dont need to create from scratch, we can just use 117 and re-organize it...
however until kini nga issue ma solved ug ang batasan sa mga pinoy mausab mag lisud silag implement ana... hence the reason nga ni failed ang 117

i know some latest phone have those specially mga latest gen... i build drone from scratch using very small gps so i know how small GPS are...
on my #3 reason, "it to worked properly and provide the geocode of the location" clearly states that it can get location, just not proper... geocode requires database, database hosted on the internet.... latlang doesn't... there is a difference...
so tell me how many people using phone with dedicated GPS?, you can start your reply by listing it down...
my comment is from firsthand experienced building a system that uses GPS from our startup... and base from inputs of comunication engr....
GPS is not OS specific you know, it is device specific... just because you friend works in a telco doesn't mean he is correct...
you're not the only one who uses smartphone before it became mainstreambro...i have been using wireless technology before it became mainstream... i doubt you have used that hollowblock satchel bag CDMA cellular phone from the early 90's
