lloyd_joy, you are thinking that these chipsets are like FPGAs, programmable, depending on customer (in here Intel) needs. I have a friend who thinks too.. but that's a good theory and not bad but we can leave it as is.
I checked in one of the schematics between an LGA1055 processor-motherbaord to its memory and its just straight through; data lines to data lines, address to address, except for some power sequencing and reset - that's it. so, with this info, i could say that it is really on the capability of the memory controller as what simoko have mentioned.
now with regards to the chipset, i would say that intel has devised a way that a particular CPUs already have a line-up of particular chipsets. they have to be compatible and with compatibility, they already have chosen the capabilities of each line-up. (too vague
