The Filipino subject is okay, but studying it from elementary to college is overkill. If you give someone a yellow shirt on his birthday, and give him a similar shirt on his next birthday, and does that for many years, he'll start questioning where, what, when he's gonna use it for; the novelty's gone and he'll end up selling the shirts (but this is bad analogy because there might actually be a good ROI there). The point is that you get tired of the same thing.
Also, a lot of us learned Tagalog the same way we learned Bisaya - by having heard it spoken. We can read Tagalog and understand Tagalog. We know the basics; if we want to expand our knowledge in Filipino, all we have to do is grab a book.
When I was living in UAE, I automatically spoke Tagalog to fellow Filipinos I encountered. In a way, it bridged gaps. But that doesn't make Tagalog extra special; if some other language was the Filipino national language, it would have as easily achieved the same thing.

The efficacy of teaching English literature and Filipino to Filipino students are almost on the same boat, judging from the way they are taught (for instance, requiring students to digest Shakespeare readings, etc). It's almost as if Shakespearean literature can be used in a normal english conversation.
While it is true that these English and Filipino subjects help us comprehend and write better, the classes are almost useless, especially if we talk about higher learning. They are probably acceptable in elementary and high school, but in college? Completely ridiculous.
learning tagalog is such a pain..it does really twist my tonque when i was on highschool..but still worth it.
