    Don't bother.....

Here's a letter I got when I inquired if I could buy it:

Hi Windows Live OneCare Beta Tester!

Thanks for your email inquiring about subscribing to Windows Live OneCare. Windows Live OneCare is only officially supported in the US. But this is not a matter of US bias – we have been mindful of “internationalizing” OneCare from the outset. But given the complexity of the product, the extent of the test matrix, and the time in which we are trying to get Windows Live OneCare out, it was simply not possible to cover multiple regions in this first official release. As we have said in the past, our goal is to make Windows Live OneCare available internationally within the next year.

Even though you’ve been able to successfully download and install Windows Live OneCare Beta outside of the US, we cannot in good conscience sell the product to you if we do not yet officially support it. Therefore, we are truly sorry we cannot make it available for you immediately. Believe us, we’d love to be able to offer it around the world right now, but it’s still going to take us some time. Please try and be patient, though you can feel free to continue pushing us on this issue. Please periodically visit our website www.windowsliveonecare.com for updates on international release timetables.

Thanks for being a part of our beta!

    Windows Live OneCare Beta Team

Turned out it was a good thing. OneCare has been rated DEAD LAST on some of the prominent tests.

That's what the letter means, I think, you can't activate it from the Phils. Better read this article:

I wouldn't bother. Late last year, Microsoft announced that they will be discontinuing Windows Live Onecare and will replace it with a free lightweight anti-malware program codenamed 'Morro'.
