    Default Abusive Policeman Beats Up Woman


    MANILA - A woman was punched, kicked, thrown into a flooded street and hit with Monobloc chairs by an abusive policeman in Malate, Manila last July 4.

    CCTV footage showed Joy, a freelance massage therapist, talking to someone when a policeman suddenly appeared and slapped Joy several times before throwing her into the flooded street.


    Joy tried to walk away but was again thrown into the street and kicked by the policeman, identified as PO1 Jeffrey Membela Surmaco.

    Not content, Surmaco used Monobloc chairs to hit Joy several times.


    The whole beating took 2 minutes.

    In an interview, Joy said she was just walking down the street when three men including Surmaco approached her.

    Joy said one of the men said: "Pare, yan yata yung babae na inaano natin. Parang di ko type."

    She then replied: "Kuya, wag mo akong bastusin. Tignan mo naman ang babaeng babastusin mo."

    She said her response angered one of the men, who shouted invectives.

    Since it was raining, Joy said she sought shelter at a lugaw stand. It was there that she found out that the man who was cussing at her was a policeman.

    Joy said she was surprised at the beating she got from Surmaco. She said the policeman threatened to kill her if she showed up in the area.

    Joy sustained bruises in different parts of the body. She admitted she got P15,000 from Surmaco to pay for her medical expenses.

    COP FACES DISMISSAL

    An investigation revealed Surmaco is a former Manila Police District officer who was reassigned to the Regional Personnel Holding and Accounting Unit (RPHAU) of the National Capital Region Police Office.

    ABS-CBN tried to get a statement from the police officer at his office. However, it was learned Surmaco is no longer reporting to work.

    Chief Inspector Carlo Manuel, Surmaco's superior, was also irked after watching the video of Surmaco beating up the woman.
