SEVERAL transport groups in Panay will join the nationwide transport holiday today, June 19, to protest the sudden increase in fines on traffic violations.
Jubert Carandang, Hugpong Transport Association-Capiz president, said all passenger jeepneys, buses and L300 passenger vans in the province will not operate today.
Carandang said they also asked tricycles to join.
Roxas City Mayor Angel Celino suspended classes in all levels today in anticipation of the transport strike.
“To ensure the safety and security of the city’s pupils and students, hereby suspends classes in all schools within the area of jurisdiction of Roxas City and in all levels,” Celino’s advisory reads.
The city government will also provide free rides to passengers who will be affected by the transport strike.
Victor Arcenas, Roxas City Integrated Transport Terminal manager, said the free rides are from the terminal at Pueblo de Panay to Roxas City proper only.
In Iloilo, transport groups will stage a picket in front of the Land Transportation Office (LTO) and the Land Transportation Franchising and Regulatory Board (LTFRB) offices in Jaro, Iloilo City.
Edgar Salarda of Pinagkaisang Samahan ng mga Tsuper and Opereytors Nationwide (PISTON-Iloilo) said the increase in fees and fines will not only burden the transport sector but will also breed corruption.
The higher fines are imposed by a joint administrative order issued by the Department of Transportation and Communications (DOTC), the Land Transportation Office (LTO) and the Land Transportation Franchising and Regulatory Board (LTFRB).
Drivers fear getting apprehended by traffic enforcers for different violations such as broken tail lights, pick and drop zones, among others.
Fines for first-time offenders include: buses-P1 million; trucks-P200,000; jeepneys-P50,000; vans-P200,000; sedans-P120,000; and motorcycles-P6,000.
Colorum vehicles or those without franchises will be impounded for at least three months while the entire franchise of the fleet or company to whom the colorum vehicle belongs will be revoked.
The colorum vehicles will also be blacklisted from being used as PUVs in the future.
For second offenses, the entire fleet or all certificates of public convenience of the operator will be revoked, the vehicles will be blacklisted from being used as PUVs in the future, and their vehicle registrations will also be revoked.
Also, the violating operator will be disqualified from operating any kind of public land transportation.
The transport sector failed to secure a temporary restraining order (TRO) from the Supreme Court to stop the enforcement of the new set of fines.
