Laptop can be hand carry on domestic flight?

Since i haven't found any thread regarding this issue.

I would like to ask if its possible to hand-carry a laptop on a domestic flight( to be specific: cebu pacific). The laptop is around 2.2+kg, with the charger. My plan is to put it inside my backpack. I understand 7 kg's is the limit for hand carry items. Is this possible?
