Bought new pc but monitor just shows "check input signal"?

I went ahead and bought a pc yesterday but when I plug in the monitor, it doesn't show anything.
The monitor is Samsung 23" LED. It's new so no OS yet, but shouldn't it show the Mobo startup screen?

wla pa.. I tried vga & dvi (no hdmi), on the mobo and video card slots. The error is "Check signal cable", not "input signal"..

Pressing the "source" button (or I think it's the source button, there were no labels) doesn't do anything..

according nya naa dw xai button na ge pindot kilid sa power. kanang analog or digital.. something like that.. if vga kai analog mn dapat
