The new regulations so far I know in Cebu City are that the groom must be at least 25 years of age and the bride must be 21 years old.
If not, then the parents must be there to present their consent to the wedding or a letter stating the parents' consent to the union is required.
Also there must be at least two witnesses available to attend the event.

If you're of legal age, you will no longer need your parents consent so kahit saan na City hall puwede kayo magpakasal.
