need a 20K cpu advice for province

Please need comments and/or suggestions for build below:
-must be P20K limit or below(mas maayo below)
-for basic computing. no internet since wala connection sa bukid. probably for use in a store or shop for printing, inventory purposes and any similar office related work. may be used for 24/7 cctv survellance s0on. can easily be converted to normal desktop pc or gaming pc.
-maintainance free(kung madala), low power consumption.
-must be durable-sa province ni ibutang ang unit wherein brownouts are frequent and long. probably frequent low-voltage or unstable voltages.
-UPS and AVR will be added but will not be included in the P20K budget.
