The Malacañang order was based on a complaint filed against Binay and his fellow officials by a political rival who accused them of padding the city payroll with more than 1,000 “ghost employees.�

The supposed scam allegedly defrauded the local government of more than P113 million in 2005 and over P50 million from January to June this year.

Puno denied that the DILG was playing politics, saying its job was to implement orders from the Office of the President, the courts and the Ombudsman. “In the past, we had suspended mayors who were allied with the administration … This is to dispel allegations of politicking,� Puno said. DILG officials said the Ombudsman recently suspended mayors identified with the administration, like Braulio Yaranon of Baguio City, Rudueldo Beldana of Lemery town in Batangas province, and Jerry de la Cerna of Generoso town in Davao Oriental province. Puno said Binay need not leave City Hall.
