XFX G31 murag naa sa SM sa TechHead or Thinking Tools SM

get a P45 chipset-based motherboard. if you're into quad-core overclocking, the best bet (in my opinion) is gigabyte EP45 UD 3L/3R/3P. sadly, the Q8400 is not much of an overclocker. :/

it would be better if you buy a cheap ecs g31t-m7 mobo (1,900 @GI) and add the remaining from your 3k budget to buy a decent powersupply. your computer will be safer than buying a gigabyte mobo powered by a generic powersupply. an ecs with g31 chipset against a gigabyte with g31 chipset will have basically no performance difference if you dont do overclocking. even a p45 chipset wont have a noticeable difference against g31 at stock settings.
