You can actually do restrictions like what windows do. This will apply to all users in your system. To do this use "sabayon" and install it to your system.
#apt-get install sabayon

Some useful application are needed to aid the users restriction
1. pessulus - it is a lockdown editor
2. alacarte - hide applications
3. gconf-editor - registry
