You get that from your ISP and you need to pay for it.
FYI, there are many websites that can give you a Static IP for free. To make this possible you also have to download a proggy from their site or from 3rd party developers to update their database every xxx mins/hrs that you have set to update their link to you. I forgot the free static ip providers but I've used this in the past to remotely add/delete torrents to my torrent list to download in the past when I'm out of the city/country. Yes there are site's that claim to provide you with static IP by using ilang own to redirect the information or using DNS, ONLY your ISP can provide you a TRUE static IP. no some software or websites can provide that maybe its possible for a software to request a certain IP to be used which are avalable to your account but still thats no a TRUE static IP.
