Both are safe. Did WU for years, weekly, and never had any issue.
WU is for money transfer, paypal for online payments.
An alternative I use since a year is Xoom.

paypal is more cheaper but it could make your account limited, try xoom or western union

paypal ko, convenient for online global business
western union if you're the one sending money/payment coz i don't think there's a way yet wherein you could put deposit funds into your paypal account not unless if you have a US bank account.

    @ all above posted..

    facts about paypal are :

1)paypal isnt that safe... for sellers that is. and paypal's security system i dont know how got really wacked.. ive seen alot of paypal hacked accounts used for buying so sellers watch out.

For WU. Its really safe for the sellers.. (LEGIT SELLERS)
since western union allows sellers to get more out of the trade..

Base on experience like 50-100++ online buys/sells.. when i sell to an online buyer i usually ask for the following

    If im using paypal.

    1) Scanned ID - verification must match paypal name registered.
    2) an email from that PP email - verification that it is infact their own paypal account
3)I issue an invoice with all requirements. including shipping address and etc.

i may also require a phone call before the trade.

NOTE: for online goods (example of which are Cd keys and etc) i usually tag the invoice with -intangible online goods- this is to avoid charge backs and etc.

    For western union

A buyer would trust you if you have a good amount of online reputation to do the sale.. so gather up the reputation first.

for more info about online selling/buying you can reach me via my YM or AIM for more advise and anything you want to talk about online trading..

    p.s.

Both are safe if you are infact dealing with a legit person.
the question now is how to find that legit person

    Best regards,

    Jacobusshaman
