LTO lawyer charged for return of revoked license

SIX CHARGES have been slapped on a legal officer of the Land Transportation Office in Central Visayas (LOT-7), who allegedly returned a bus driver’s revoked license in exchange for P5,000.
Lawyer Vicente Gador faces criminal charges for theft, bribery and graft, as well as administrative charges for dishonesty, grave misconduct and usurpation of authority, filed in court by the Office of the Ombudsman in the Visayas.
The case against Gador stemmed from a complaint filed with the LTO-7 by Cecilio Young, a bus driver for Ceres Bus Lines, against another bus driver, Eliseo Refuela of Rough Riders.
Young alleged that on Aug. 31, 2007, Refuela intentionally backed up his bus into Young’s bus, damaging both vehicles and injuring Young and Ceres passengers.
LTO-7 acted on Young’s complaint and revoked Refuela’s license.
A month later, Young said he again saw Refuela driving a Rough Riders bus.
Young said he did some digging and discovered that Gador had struck a deal with Refuela’s lawyer.
Young then filed a complaint against Gador with the Ombudsman.
Roderick Bacus, who admitted being the middleman between Gador and Refuela’s lawyer, submitted an affidavit saying Refuela paid him P10,000 to get the license back.
Bacus said he was knowledgeable in “under the table” dealings with government offices.
Bacus said he paid Gador P5,000 to give him access to where the revoked licenses were kept.
Gador denied the allegations. He said he would not risk his reputation as a lawyer for P5,000.
Gador declined to comment further until he got official word from the Ombudsman about the charges.
