I don't want to go too OT but I'm going to add/correct: Japan's economy has always been meager throughout the the early part of the 20th century (meager BUT industrialized) until around the late 30s, when it tanked sharply. It rebounded during reconstruction and peaked in the 60-70s. Contrary to what you said, even though the Japanese are naturally disciplined people, they had a lot of critics within the country during the post-war times. My point is, criticism does not hurt growth. In fact, the Japanese were not an optimistic people after the war, they were, however, disciplined. That's why there is so much we Filipinos can learn from the Japanese. The argument that people have to support the government in order for growth to materialize is plain false. So really, discipline is the key, not complacency. People can be critical of the leadership but at the same time disciplined to do what is needed and right. Additionally, leaders have an obligation to restore and maintain the people's faith in the government, in Japan they take grievous offense with public servants caught in scandals or incompetence, and so, it is a big disgrace for them to be caught in anomaly or deemed incompetent--they off themselves. Here in the Philippines we embrace it, it has become something so integral to our culture. Why? partly because of our lack in discipline as a people.

There's a difference between optimism and trying to downplay the situation.
If we don't demand for accountability now, who will? When? We deserve better from the government, especially in critical times like these. Simply saying, "That's what our government is capable of, sabta nalang" is tantamount to tolerating mediocrity. We've been screwed over by the government so many times, haven't we had enough? You're right, the government is a reflection of what we are. It's a government that tells of a people who no longer care about getting the short end of the stick all the time.
