You hear this cliche often, but it is the truth: "Time is of the essence". Considering that enough time was afforded prior to landfall, and the significant warnings given about this freak-of-a-storm, the national government's preparedness and reaction was abysmal, even without drawing comparison with Japan or other first world countries. 5 days to plan... just wow.
PS if you are a relief worker, I'm not trying to insult you or anything, in fact, I commend you for your efforts. My criticism is directed to the higher-ups or the so-called brains of the operations on the government side of things. Di jud na mao nang mu hatag ug false assurance, even though in truth it was lacking to begin with. There was zero contingency plan. For the record, I understand the problems regarding logistics. But five days to plan is CRAZY.
