    don't get me wrong here. my defense of the Garcias are just incidental coz cla man ang naa sa saktong lugar regarding the Ciudad project and FLI issue, even though perceived as a political vendetta. As i've said again and again, the issues raised against the FLI deal are all valid and cannot anymore be dismissed as a ranting of a political rival. I was just being objective here, mind u.

    What's fanatic and being brainwashed is to pretend to be blind that the FLI deal raised more questions than answers. Answers that City officials refused to divulge.

    well, if not for Pablo John, the Cebuanos wouldn't have known about how shady the FLI deal is...

    Irregularities in the deal could be the reason why Acting Mayor Michael Rama has stopped talking, said Garcia, adding that his motives have become “irrelevant.”

    “My motives have become irrelevant. What is relevant now, and what everybody is waiting for, is the city’s specific response to these questions.” Garcia said in a press statement.

    “We have stumbled upon, and raised what a lot of people — even newspaper editorials — are saying are very substantive and valid questions on the deal,” he said.

    meanwhile, Rep Pablo John Garcia (3rd District, Cebu) may have found another reason to push for the inquiry with FLI's admission that it already holds titles for two hectares of the 10.6-hectare Pond F that it purchased.

    The admission, he said, refuted Osmeña's earlier statement that the city still holds the titles and won't release these until the investor has paid in full for the lots.

    "It is not me, it is not the governor, it's not anybody else, it is Filinvest calling Mayor (on-leave) Tomas Osmeña a liar," he said.

    But bigger than that is the irregularity of the procedure wherein FLI got titles before it has even fully paid the P1.59-billion stipulated in the contract, he added.

    "Nowhere in the COA (Commission on Audit) rules is this kind of practice contemplated, nowhere in our laws," Garcia said.

    He noted that in the regular course of business, a title can only be claimed after full payment of property and not on a piecemeal basis.

    FLI, which develops a number of subdivisions, should know this, he said...

    Tailor-made

    "This (the transaction) was really tailor-made to keep the other investors out of the property," Garcia said.

    He explained that other investors "equally serious and with enough financial resources" would have offered better deals had the city allowed development of parts of the properties.

    But instead, the city gave FLI the right to the entire 10.6 hectares and issued the titles upon payment of a parcel, instead of payment for the entire property...

    Dinner

    ..."I don't want to get anything out of that meeting. But I'm sure that our congressmen will be enlightened on several provisions in this agreement," the governor said.

    Just as she made a power point presentation on the controversial Cebu International Convention Center project, she said she might do the same for the FLI deal.

    Editorial: City Hall’s spending spree
    Tuesday, April 14, 2009

    DON’T call the planned initiatives of the Cebu City Government as “Asphalt Storm”; rather, refer to it using the more appropriate phrase, “spending binge.”

    While road repairs (asphalting) do get a big chunk of the cash outflow stemming from the council’s supplemental budget approvals, the City will also be purchasing equipment amounting to millions of pesos.

    Under normal circumstances, the spending binge would not have attracted public attention because road repairs and other purchases are routine for local government units.

    But in Cebu City, the neglect—especially of city streets—since the Bando Osmeña-Pundok Kauswagan (BO-PK) retained control of City Hall in 2008 was so observable the impact of any act related to the delivery of needed services gets bloated.

    Strategy

    To be fair to City Hall, the neglect may not totally be intentional considering the financial constraints imposed on the City by South Road Property (SRP) loan payments.

    With cash on hand, some important services may have been given attention before.

    And it would not have made more visible the strategy Mayor Tomas Osmeña used to hide well, which is to scrimp on budgetary allocations in the months after an election and to flood the city with projects in the months before the next political exercise.

    This is why some city officials needed to clarify that the spending binge is not about the elections but about the availability of funds—which is baloney, of course.

    Timing

    In this strategy, timing is important, so one can assume the following months have already been considered crucial by the BO-PK in the refurbishing of its image as ruler.

    Delaying the spending spree and extending further the period of neglect may already be devastating to its image and gives the opposition too much political ammo.

    And how better to counter the effect of Rep. Pablo John Garcia’s attacks on the City’s joint venture agreement with Filinvest to develop SRP lots than to start making city constituents happy by implementing projects they have long been asking for?

    But whether this strategy will work this time around still remains to be seen, especially after the votes are counted come 2010.

    Formal, professional and one big boot to the face.

    Karon mahibawan nato kung ingana ka bugo ba ang Cebu City officials mo go into multi-billion deals or na a lang na suya or nangita gubot especially hapit na elections and walay nabuhat dako na maka make sa iya(ila) name!!!

    ^^^well, good that the city officials are now preparing specific answers to specific questions raised against the FLI deal. I just hope that they will be "really" specific and not raise more questions instead.

    Defending on the valid questions raised and questioning why it took so long for the city officials to answer cannot be construed as being loyalist and supporters of the Garcias. That's not in any way a good argument. It actually is an ad hominem argument. Instead of attacking the issues, u r already attacking the person.

    We are just being objective here, not subjective.

    If kung wala gihapon matagbaw sa tubag, it is only reasonable that they scrutinize w/ more questions objectively, of course. ug kay ngano man diay kung pangitaan ug buslot? that's precisely the intention here. what's wrong with that? Mind u, there's already smoke! u mean dili diay maayo nga i-question ang deal?

    And btw, no need for your peso here. All we want are fair and sensible arguments.

    as you already know, whichever side of the coin u belong to is already irrelevant at this point.

    Mind you that the Garcia's are making smoke out of thin air and more smoke will still come out since they are very very shrewd. Maayo lang unta kung gi question...but does this look like gi question sila or gi threat? Even a 10 year old can tell the difference.

    Bira mo karon while Tomas is not around.

    Correct Mexicanlady, no need for your peso kay not worth it na butangan ug piso ning complaint nila. If this is fair and sensible then the Garcia's should act professional and not rant everyday like a screaming girl and palaban sa tanan congressman (power tripping is the right word).

    Also, this is irrelevant especially since both sides have not yet been heard but threats have been thrown from one side as if thinking they are perfect in their accusations and don't get me wrong because it seems the Garcia's are implying that no matter what City Halls says or use in it's defense, it will never be right as long as they say so.

Ang2x man pud ug tubag dayon sila right there and then sa question, may man ug basta2x na nga transaction, natural ila pa gyud na ihan-ay tanan para matagbaw sa tubag (kung matagbaw lagi as what i've said ngitaan man jud ug buslot) as expected. Samot gyud na sila Garcia dili kapadayon sa ilang ciudad project. Mao man jud na ilang nalagotan kay di jud kadut ni Tomas pangitaan jud nilag sayop ang city hall para kabawos sila.Sakyan pud sa mga loyalists, samot!!! Pilde jud ang maglagot Lols!!!!
