i think what they mean is ok ra ang mahubog for the reason nga nalipay/naglipay-lipay...
but bieng a drunkard or maghubog kana saup jud na mao na imo gimean...

lahi raman gud ang nahubog ug ang naghubog/pala hubog; in english drunk vs drunkard/drankeness...
