i say it's culture..
one thing i have observed daghan mahilig manggamit and daghan mahilig mag pagamit. sample sa rallies the politicians are the users and sad to say daghan muapil kay naay bayad or libre ang kaon. labi na sa manila.
Every Fiipino should have the entrpreneurial spirit and do what you can do to the government and don't wait on what the government can do to you..!!!
What hinders us?, simply US!, our Crab and Colonial Mentality ang nakasamot!

"Filipinos abroad have better credential than their employer who hire them".  I don't think every person in NY City (including those that depends on government welfare to survive, live in the streets, or are  high school dropouts) owns a company and hires filipinos, so they are not considered "employers". To take it further, I would bet that filipinos in NY City have a higher education level than people "as a whole" in most, if not all, cities or countries. That's a big part of the reason why many of those filipino's who are abroad got hired in the first place... their education level.
