Because of his "transparency" (over transparency) he blurted out a "subjective" statement that he received an "insulting" letter from HK, which HK did not or they denied was insulting. Speaking your points subjectively will only show you misinterpreted the information, in this case the letter from HK. He should just have kept it to himself that the letter was somewhat insulting rather than share it with the media that he finds the letter insulting, this is a huge stunt for a President to make. That's the last thing you do in PR, airing your subjective thoughts that when denied by the other party will only lead you to being a close-minded entity.
For information, the letter supposedly contained HK stating the things that should have been done during the hostage crisis. Some might find it insulting, like the President, while some would find this as educating or sort of guidelines, but again he should have kept his thoughts to himself because with his statement it seem that he is attacking HK for calling it as an "insulting" letter.
Noynoy should find another PR staff if this was his PR's fault. But he is a big man now, he could think for himself, so he should already know what's wrong for him and what's right without the help of his PR staff.

That's what I like about Gloria, though she never made any public announcements (except for the "I am sorry), she only conveys it to her spokespersons. If you noticed she seldom talks on camera, that's because she doesn't want to air out unnecessary thoughts like Noynoy does. You might think it's coward but that's part of PR, you maintain your image to the people of being an objective type of person while conveying the right things you want them to know through your spokespersons. That's her strategy. You might think it's unfair, but IMO, it's the right thing to do. In short, what GMA does pertaining to PR is the lesser evil than with Noynoy's PR style. For me, scripted is better than picking up thoughts on the spot because you might pick-up thoughts that are not supposed to be shared, especially when you're infront of the media.
