I've worked with several campaigns with the Black and White Movement and NGOs for a couple of years.. I was able to talk to some high profile politicians about the situation of changing the government..

This is what they explained:

The Central Government (Manila) does not want to let go of Mindanao and other cities because Luzon lacks a lot of resources to stand on its own... Based on the national budget, more than 50% is allotted to Luzon based projects while Visayas and Mindanao share the rest of the 50%.

If federalism is approved, a state's budget is its own. The state will only remit a portion the revenue coming from taxes and this will cripple the central government. It is going to be like committing suicide for them to let go.

So, how can we change our government?

There are only two ways possible...
1.) Officials will start think of other people rather than their own pockets (this is impossible)
2.) Civil War (messy, but effective)

At present, Luzon already have a lot of business establishments. They earned billions from those. During the change, they will retain all of it. How can they not stand on their own?

Because they are used to our subsidies and have become lazy and stupid by being dependent on our taxes
