    seriously the answer ana is lack of government fund. you know the cost of changing to federalism? billions of pesos. sa pagchange pa lamang will cost us. musamot nang problema imo gi list. unsaon man pud ng poorer states beh to earn income? legalize planting/trade of marijuana, opium sa ilang state lol.

    there are other factors pa to consider.

    to think baya mga bro kining mga problema nato karon, kay problema pa intawon sa atong kalololololololololololohan. Para nako dili na dyud epictibo kini nga systema ang centralized form of government. Ang kauluhan ra dyuy mabulahan, luoy tang taga probensya kay nanga momo sa dalan nga dili tarong its because tungud sa atong systema nga tarong para ra sad sa kauluhan.

    i can fully understand federalism its just you keep thinking of the advantages despite numerous disadvantages. beside we cant afford it.. rich nation can afford it but did they reduce poverty kahit man lang sa city level?

    nganong makulang man ta ug pundo bro nga sakto man ta ug hatag sa tax. How come? tungud sa expensis? dili ko mo tuo... mangutana ko nmo bro, pila imo kininsinas nga tax? kung ma imuha na, naa bakay mabuhat anang kwartaha?

    Kung ato nang ihatag sa kauluhan, naa kahay mubalik nmo? kung walay mobalik nimo, sympre mangutana ka. Tubagon kaha? tingali dugay pa.

    The disadvantages you stated is way far from happening. Ang US bah, nag iyahay. You know what, there is no perfect system of government. At least in federal, we are more safe and progressive due sound economic policy and other efficient laws to be drafted by best constitutionalists.

    daghan factors.. debt servicing (bayad sa utang), daghan poor to serve, corruption government officals/staff, natural disaster, suweldo ng gobyerno if mo push through ang federalism mas daghan pa ta suwelduhan, mis appropriation of funds, government spending . etc kulang gyud ang budget. moreklamo ta na padung tanan sa manila atong tax ... pero daghan gihapon poor sa manila.

    Nagkulang ang pundo kay gi corrupt man ang 60% sa budget. Wla pa jud gi dapat sa sakto nga proyekto.
    If needed to borrow from World Bank, we will. As long as we can see a better return of investment.

    lain bya ang case sa US. nag civil war bya sila at first then after nag decide sila ng all out peace and went federal.

    by giving states federal democracy what will assure us that they will still be controlled by the national government.
