If Bidders A,B and C offered high bids, your choice is limited only to any of them because they are the only ones that participated in the bidding. You cannot award a purchase to someone else who did not take part in the bidding process. It negates the purpose of RA 9184.
Lower-priced suppliers should first be eligible to bid before their price offers can be considered. You cannot just canvass their prices and then compare them to those that participated in the bidding. It's like enacting into law the suggestion of somebody who did not run and get elected as a lawmaker. In order for your views to be enacted, you must first participate in the election process.
In that sense, the bidding process is similar to the election process. Unless you win in these processes, your price offer or proposed legislative measure will have little or no impact on the final decision.
