    LOL, I'm not from Lapu-Lapu city that is why I said I'm a disinterested outsider, because I can't even vote there and was just giving my observations. And I am praising Efren for standing up to Radaza and not because I think he would be a better mayor. That being said, I think a monkey or gorilla from Cebu City Zoo would be a better candidate for Congressman than Radaza.

    Default Lack of med but no lack of issues

    Lawyer Roy Ursal of the COA legal office told Sun.Star Cebu that they are still reviewing the report submitted by Lapu-Lapu City Auditor Melba Macapobre.

    Last February, Macapobre said during a radio interview that there was a significant discrepancy between the commercially prevailing price and the cost of the syringes, needles and gloves purchased by the City Government last year.

    Last Sept. 28, Sun.Star reported that the City bought surgical gloves at P26.90. Exactly the same set could be purchased at Mercury Drugstore for P14 and even much lower at Berovan Marketing for P12.50.

    Last Nov. 14, Sun.Star reported that the City Government bought medicine at prices double or triple the prices canvassed two months before. Epinephrine, canvassed at P20, was purchased at P65; Dextrose 5%, canvassed at P17.00, was bought at P65; and Chloramphenicol 500, canvassed at P5.65, was procured at P20.00.

    You cannot award a purchase to a store that did not participate in the bidding. Even if somebody offered a product at P1.00, he/she cannot win in a bidding if he/she did not respond to a bidding invitation published in the newspapers, purchase bidding documents, attend pre-bid meetings and submitted a bid. A supplier must first submit him/herself to a bidding process before his/her price offer can be considered.

    If Bidders A,B and C offered high bids, your choice is limited only to any of them because they are the only ones that participated in the bidding. You cannot award a purchase to someone else who did not take part in the bidding process. It negates the purpose of RA 9184.

    Lower-priced suppliers should first be eligible to bid before their price offers can be considered. You cannot just canvass their prices and then compare them to those that participated in the bidding. It's like enacting into law the suggestion of somebody who did not run and get elected as a lawmaker. In order for your views to be enacted, you must first participate in the election process.

    In that sense, the bidding process is similar to the election process. Unless you win in these processes, your price offer or proposed legislative measure will have little or no impact on the final decision.
