I also have a cousin who teaches in one of Lapu-lapu City's public schools and she is outraged by the accusations because she doesn't see any wrongdoing in the computers that she and her classes use.

I guess you could say that my explanations are hearsay just as I know that yours are hearsay, too. After all, you and i do not have first-hand knowledge of the transaction. We were not there when it happened, we did not actually inspect the computers ourselves and we both merely heard issues about it from media and other second-hand sources.

Indeed, waiting for the final outcome of the investigation and the decision of the charges, if at all, by a competent court of law would be the logical and reasonable thing to do.

In the meantime therefore, let's hold our temper and not prejudge the final outcome of the whole thing. Otherwise, our views will be purely speculative, premature and open to suspicion.

this just my opinion... you mean without watchdog they cannot do there job properly or honestly? if this irregularities happens because there are no watchdog then they don't deserve the position they have. people put there trust to this officials and so they should give it that back without stain..

what do you mean by "err...intellect"? your cousin might not complain anything with regards to their use of computers. be aware that we are not talking about the use of computers, we talk about the transaction to acquire such computers, not the end-user's complaints.

you are correct, that we don't have the first hand information, but we have basis to suspect that they do hokus-pokus as there are obvious irregularities. First, the specs that was delivered is inferior to what was ordered, second, the price per unit is too high even compared to a regular quality specs. we know that it is too high as we are in the industry wherein we regularly buy computers. what is so special to this computer units when the government is purchasing them compared to private people buying?
As you see, we have basis to suspect. If you would like to offer explanations or counter our suspicions, please make it appear that you are not fooling us.

if you talk about courts of law, again, i'm sorry to say, that agency is suspicious too, specially when the involves are sharks.
