Hahaha. I agree. If it's something you started, it must be trivial.

In this case, the school principals who requested for the equipment approved the substitution. In fact, they received the computer sets with the revised specifications.
Dodong suhete man diy k ug balod noh?
"allows the substitution of specifications as long as it is approved by the requisitioner or end-user." ?

    1. I allow ra ang substitution of specifications as long as IT IS ADVANTAGEOUS TO THE GOVERNMENT ! Ang Pentium IV ilisan ug Celeron? Advantageous ba na sa government? Murag dili man siguro!

    2. approved by the requisitioner or end-user.

Dili jud na totally discretion sa requisitioner or end-user Dong Erik. Ayaw kalimot sa phrase as long as IT IS ADVANTAGEOUS TO THE GOVERNMENT !

Pag sure diha! OK hinoon na mo modeliver sila ug mas taas pa sa Pentium IV kay IT IS ADVANTAGEOUS TO THE GOVERNMENT pero nungka nga mas ubos pa sama sa Celeron

Those who said that the computers were overpriced should have participated in the bidding...after all, even if their prices are super-low, they can't bag a government contract if they don't take part in the bidding process...where were they when invitations to bid were published in local/national newspapers, pasted on city hall's bulletin boards and posted in the website of the government procurement board?

And where were the watchdog groups when they were invited to sit in the meetings of the bids and awards committee as provided for by RA 9184? LOL

That's why a watchdog group rep should sit in the BAC so we will know if transactions there are really regular or not. Besides, what harm will it do if these watchdog groups will attend BAC sessions?

You talk of irregularity yet you deliberately failed to exercise your responsibility as watchdogs.

And having failed to demonstrate good citizenship which is the core principle of watchdog volunteerism, you look for a scapegoat and stab this guy Harry with unproven gossip. C'mon, let's stop chismis and go to the courts of law if we have evidence against any person!
