    CEBU, Philippines – Cebu City Mayor Tomas Osmeña yesterday admitted that he ordered the police to cleanse the city of criminals, raising suspicions that he supports the vigilante killings.

    In yesterday’s press conference, Osmeña said he gave the order sometime in December 2007 when a wave of bigtime robberies hit the city.

    “My concern is peace and order in the city and the welfare of the constituents. Naabot sa point sa una nga criminals have no fear and the police were just doing nothing. So I told them go after the criminals and I’ll give you a reward,” Osmeña said.

    He said after his order, he just learned that persons with criminal record were started to get killed allegedly by the vigilantes.

    However, he did not say that the police were responsible for the killings.

    “When I came back from a vacation in Manila, I think 10 criminals were killed within eight days and then I said unsa man ni...but nibalik ang kalinaw,” he said.

    Although it has been two years since the killings, Osmeña still warned criminals that they have no place in the city.

    “I don’t like to give an assurance with the criminals that it (Cebu City) is safe for them, dili ko ganahan ana,” he said.

    The vigilante issue was revived when Cebu Archdiocese spokesman Monsignor Achilles Dakay said that he believed businessmen paid the vigilantes to go after the criminals.

    Ang pag hatag ug REWARD is not the main reason aron mo lihok atong mga Pulis. Mga bro, try gud mo ug observe sa CCPO if naa mo'y time aron inyo sad ma kita ang kahago sa atong PNP personnels. Ang paghatag ug ganti dili jud rason aron mo lihok. IF you join the PNP you will be asked nganong mo sulod ka. That's the hardest part....question lang gani na but it means a lot. Mas grabe pa na kaysa 4 yrs na training.

    Sad to say but mostly of the People here don't trust Police Personnel.

    being proactive has no definition of condoning crime like vigilante killings or maghuwat lang nga naay mamatay sa tulis. ask mr. google about that...

    Nganong e google paman, as to my definition, proactively LIMPYOHAN ang Cebu sa mga KRIMINAL... kay sa unya pa ta LIMPYOHAN if atong mga LOVE ONES ang MAMATAY (w/c is reactive na kaayo ta)......


    the word proactive is to describe a person who took responsibility for his or her life, rather than looking for causes in outside circumstances or other people. It stressed the importance of courage, perseverance, individual responsibility and awareness of the existence of choices, regardless of the situation or context.

    so if we take the proactive stance, then:

    (1) we should have the courage to follow the rule of law no matter how emotional we may become.

    (2) we should persevere w/ finding justice no matter how long it takes the authorities to find the culprit.

    (3) we should have the individual responsibility for our actions (every action has its consequence) i.e. avoid situations where dakug posibilidad matulis ka or whatever, complain about the lack of police visibility or lack of lighted lamp posts at night, ask the community for cooperation, etc.

    (1) Yes, we are following the rule of law no matter how emotional we are, what I am saying is Nalimpyohan ang Cebu sa mga KRIMINAL before MAMATAY emong LOVE ONES nga ga suroy2x bisan asa...

    (2) Yes u r still correct, pero daghan naman wala nasulbad nga KRIMIN... Try to research police stations... So WHY WAIT nga MA-APIL ka sa LISTA sa mga NI COMPLAIN nga NAMATAY na EMONG LOVE ONES nga dugay nasulbad...

    (3) Individual responsibilities, Yes Correct gihapon ka, pero dont tell me Kaning mga NAMATAY NA, mga irresponsably ni sila nga individual?

    (4) Yes you are still Correct and para na NIMO...... Pero para NAKO, I WONT WAIT TO SEE ONE OF MY LOVE ONES WILL DIE because of these TULIS2x....

    I don't know what drove you into that conclusion about me but I chose the less popular opinion not for the sake of being self-righteous but to take the opportunity to expose the flaw in the vigilantes' way of thinking. I think we can truly give honor to these victims by not becoming the same monster that these criminals have allowed themselves to become. But when you said that I don't care, that is just not fair. Empathy is a human experience that can be acted upon in so many different ways. So you have chosen to support the vigilantes and I've chosen to support the legal system by which I know is fallible but I still think as the better option. I am just hoping that you will not judge me for it.

    We don't need to have the same opinion, I do understand what you are saying. And to let you know, I am a fan of Dexter. I even watched him a few minutes ago with real enjoyment. But in real life, I sincerely think he's better off left in the tubes.
