You know what bad governance is, right? Does the ZTE scam ring a bell? What about the fertilizer scam? Or that extremely overpriced road going nowhere? Cheating in elections? The list goes on and on. Do you think these things did not happen?
An example of indiscriminate debt servicing, on the other hand, is the current law that mandates a certain amount MUST automatically go to debt servicing, whether we can afford it or not. Another example is repaying dubious debts, like those incurred for medical incinerators that don't work as claimed. There are also debts incurred with large kickbacks too: we pay while some corrupt officials pocket a lot of money. One glaring example is the Bataan Nuclear Power Plant. It hasn't produced a single watt of electricity for public use, but we are still paying millions for it. Somebody made a ton of money on that scam too.

Please read the next sentence in the Bill, right after the one you highlighted. See below:
5. Refuse to extend reproductive health care services and information on account of the patient’s civil status, gender or sexual orientation, age, religion, personal circumstances, and nature of work; Provided, That all conscientious objections of health care service providers based on religious grounds shall be respected: Provided, further, That the conscientious objector shall immediately refer the person seeking such care and services to another health care service provider within the same facility or one which is conveniently accessible:...
If a conscientious objector refuses to perform the act, he/she is still FORCED to refer the one requesting for the act to someone who will do it. it amounts to practically the same thing. What kind of "respect" for conscientious objectors is that? That is COERCION. No "respect" at all.
The Bill also FORCES these people to dispense (or refer to someone who will dispense) ABORTIFACIENT CONTRACEPTIVES. It does not matter that some other contraceptives are not abortifacients. The fact remains that abortifacients are to be distributed and promoted, and through coercion pa! So the Bill IS still about abortion too (among other things) because it ALSO promotes abortifacient contraceptives.
