There might be a good number of potential leaders in lapulapu but they don't have the resources and machinery and in this country, you really need those 2 to win.
I am aware that majority of the lapulapu voters can be bought, then that only proves that people in lapulapu deserves a corrupt mayor. Mao na wa nay undang ang baha diha, water shortage, lamp post issue, computer scandal, drugs and prostitution, SOP in city hall, etc.
If these people will continue to stay in power, the mutli-national locator companies will probably move somewhere else, the SRP perhaps and the resorts will die a natural death because the expats will move out of mactan.
