there is nothing intelligent about this boss. overall, as i said, if imong concern is about buying weapons from china and russia. you don't need intelligence to read that article, just basic understanding. in the article he said "consider". if you read the procurement process of government, it goes thru bidding, bidders can sometimes be invited. once a bidder won, he will have to submit prototypes ata. then it will be reviews. everything will be reviewed and checked. this is the same process regardless of which country the bidder is from.

all he wants is to buy a more bang for the buck.as you know we are not a rich country.

what the bidding process does is that the more bidder, the more the price goes down. but quality will still prevail.

Do you think Singapore didn't have good ties with the US after ousting the British Empire up until now? They even have a Tax Treaty and the US aided them with an influx of dollars in the past. There were many political interventions and lobbying on the side of the US too. Is that the meaning of having an independent foreign policy?
The PHL is under a great relationship with America and quite possible that maintaining it while fixing internal problems inside the filipino political realm will DO us good however one looks on it. There is no denying that in this globalized world, it's better to be on one side than being alone and I prefer to side with the US than being a Neo-Socialist that might, sooner or later, become a full scale 'Union of Fascists'.

I for one would not know what his plans really are for what he is calling an "independent foreign policy", But he mentioned it anyway, hence, he must have something up his sleeve. Be it getting away from US good graces, or talking to other countries for trade.
