and all regions who are most likely to be affected were warned of the impending doom..

Protocol or not, it was very clear that Mar Roxas and his team went to Tacloban unprepared and unaware of the situation, They did not bring with them anyone from PAGASA, nor even acquired satellite phones to ensure continuity in communication which was a VERY Basic and vital element when it comes to disaster management and coordination.. Mar even said that they have until 10am on Nov 8. for evacuation and would conduct a meeting thereafter, oblivious to the fact that the storm gained speed and that it was going to landfall at 5am. Futhermore Mar Roxas exposed his poor adaptability skills wherein he still enforced the So called Protocol wherein it was not applicable anymore with the current state of Tacloban, his team failed to secure the City thus resulting to mass looting, Chaos and lawlessness. It was very clear that Mr. Roxas showcased his poor adaptability skills and capability as the top DILG honcho.

at the Mamasapano incident, he was kept in the dark even if he was the Secrectary of DILG for crying out loud. yet he disregarded this Mockery of his authority and even supported the people behind this failed operation, If he had little Delicadeza and Pride left in him, he would've resigned as DILG since His Authority was overstepped during the process. Many would have appreciated Mar for doing so, but to no avail. Indicative that he is the Usual Trapo politician. Lahi ra gyud ning atong mga politiko baga gyud ug nawng.. sa uban countries ni Resign nana.. Well, what do you expect from a Country wherein a convicted President plunderer almost won the Presidency again. Sad to say that there are still Filipinos disregarding these Traits when in fact Mr. Roxas had the upper hand and the time to prove his worth but Failed miserably.. kay "Bagay" daw and "Decente" daw.. puera gaba! God Save the Philippines!

mao na ang balaud, i cant comment any further, they were simply following protocol because that's what the law tells them to do, whether or not that was a smart thing to do, legally yes, but im also sure that a better system can be implemented to avoid delays in determining exercise of responsibility next time..

i know balaud na sama sa imo g sulti but as a leader ila diay e pa ibabaw na?kung pag tabang jud imo g ad2 aw walay daghan storya tabangan daun ang katawhan..nya naa pa jud cla sa actual na lugar.. nya ang kapait pa jud kay ingnon pa jud na remember our president is an aquino and you are a roumaldez..sa imo tanaw ok ra na nga statement?

Like i said, i think it would have been better if ilang gi disregard ang bureaucracy, and deal with it afterwards., im pretty sure they can dodge whatever political ramifications right after, nagpa gahi2 man gud to si romualdez bisag kinahanglan najd kaayo to nga pirmahan niya, but to really understand what he was saying you have to be present sa ilang meeting, keep in mind that Mar is only human, mapungot pd..

would've been better to have satellite phones. vans during a time of calamity are very difficult to maneuver especially with the damage the typhoon did. satellite phones would've been easily carried and used.

since mar was there a day before the typhoon, he could've given the baranggay executives one unit of satellite phone for coordination on the aftermath.
