It's a stupid law i agree, and elements shouldve been previously established to bypass it.. the way i see it the National Government were avoiding political dilemmas that might arise if they were to act without Romualdez's consent to let them control operations in Tacloban, they shouldve disregarded all those questions of bureaucracy because of the urgency of the moment,
