but i'm still not confident of my explanation above.
because if you will search for the definitions of both words, they are defined as the same.
TUBAG : Synonym (the same or nearly the same meaning) man sila mao nang same ug definition sa ubang dictionary pero naa jd na silay specific definition which makes them not exactly the same.. similar lang ba.

outstanding is defined as excellent and at the same time, excellent is defined as outstanding.
TUBAG : Synonym (the same or nearly the same meaning) lagi sila! hasula! last nalang ka! haha both words can be used to give compliments and they are both positive words and pretty much same meaning in some cases which make them synonyms. again, naa jd na silay specific definition which makes them not exactly the same. search pd unya ug "Very Good" dba gidefine sad na as excellent sa ubang dictionary and para nako mas taas pa ang excellent kaysa very good.. pero ngano pareha man ilang definition sa ubang dictionary? why? kay SYNONYM lagi! hahaha kapoya

i haven't found a dictionary that defines OUTSTANDING as better than EXCELLENT.

kanang 3 ka words kay puros complimentary / positive words, and they all can have almost the same meaning kung imo na siyang gamiton sa sentence which makes them synonyms (the same or nearly the same meaning) BUT if e.rank nimo sila. mo outsand jd si outsanding kay "outstand" gd dba?

murag ang imo rang gibasa or gisabot man gd bro kay ang taphaw ra nga definition sa words maong makaingon ka nga same ra and maong maglibog sad ka.. pero kung imong sawmon ang kinailagmang bahin sa pulong, naa jd nay kaugalingong position/gamit nang mga pulonga..

kung gamitan nimog simple logic, nganong naa may word nga excellent/outstanding kung exactly the same jd ang meaning nila.. why not just stick with excellent or outstanding pra way libog.. hehe

Words with the same meaning doesn't necessarily have the same usage. Excellent and outstanding are 2 different words that are "again" , "synonymous" or "similar" to each other. As what my love has said, both words refer to performance in particular. But with regards to which of the two words is higher when giving compliments or describing a person, I'd say outstanding is higher. Being Excellent is a compliment that a person is being given or described to when achieving something without having the need of becoming competitive . Being Outstanding strongly suggests that one is superior from the rest.
