Laws were/are created by the politicians (most are corrupt).
Would they pass a law that would prevent them from making money?
What's the use of spending so much money during election and not getting it back (with interest) after being elected?
So, how could we expect to have a law that will totally prevent corruption in the government?
Other (good) politicians may have authored laws to prevent this but by the time that it will be passed into law, it already have so many holes in it that they could take advantage of. They could interpret the law in many ways.
Why not let an ordinary citizen (or group) author a law and defend it in the congress/senate?
If there will be a deadlock, let the people decide through an election (a plebiscite).
I was just wondering why there was no law that oblige politicians (especially those who has big budgets) to be transparent on how they spend the peoples money? They should put a big billboard in the public places on 1.) how much is their total annual funds; 2.) How they spent it; and 3.) The details of the expenditures. They can even make a website on this matter.
In this way, people will easily know all about how their money is spent. They can easily check if the funds are spent appropriately. That the projects are not over-priced.

Only way is have a fresh start, run the government by uncorrupted individual or run the govt by perfect computer programs.
