I'll agree with this move - declaring persona non grata for a specific individual who has damaged or perhaps insulted the people living in a particular area. Say for example, the thing that happened in davao, when Mr. Bautista insulted the ladies in Davao. Even if it's just a form of a joke, people should be mindful of their actions. Propriety is needed anywhere we go.

Yes, the City of Davao just passed that resolution but I doubt its legitimacy.
On the Section 1 of the Article III in the Bill of Rights clearly states "No person shall be deprived of life, liberty, or property without due process of law, nor shall any person be denied the equal protection of the laws."
A state may decide to declare a foreign diplomat a PNG at any time. But that only applies to foreign diplomats. What we're talking here is about a Filipino citizen has been declared as a PNG in a city that's within his country. If he were to object that resolution and take it to the court, well, there's a good chance that it may be overturned as it's absurd to restrict someone to travel to some city in his own country just because their LGU decided to declare him as PNG.

promotion, etc.;
11. Cursing, whistling or calling a woman in public with words having dirty
connotations or implications which tend to ridicule, humiliate or embarrass the
woman such as “puta”, “boring”, “peste”, etc.
12. Any other unnecessary acts during physical examinations;
13. Requiring women to wear suggestive or provocative attire during interviews such
as job hiring, promotion, and admission.
