CEBU, Philippines - Owners of motor vehicles in Cebu City whose mufflers are modified to emit louder sounds may face higher fines, if not imprisonment.

The City Council has passed an ordinance that puts more teeth to a 1964 ordinance that requires the use of a “silencer” for all motor vehicles to avoid “loud and deafening blasts”.

Under the new ordinance authored by Councilor Roberto Cabarrubias, violators may be fined P3,000 for the first offense and P5,000 or imprisonment or not more than three months or both at the discretion of the court for the second offense.

“There is a need to make people act responsibly over the use of their property so as not to cause disturbance and annoyance to the public,” Cabarrubias said.

A muffler or a silencer is a device attached to vehicle exhaust pipes to help diminish the loud sound emitted by car engines.

“Those who use or operate any motor vehicle so modified or with removed muffler as to cause loud and unnecessary or unreasonable noise, including the noise resulting from exhaust, which is clearly audible from nearby properties and unreasonably disturbing to the quiet, comfort, or repose of other persons will be penalized,” Cabarrubias said.

question lang pud nako...how do they measure 84 decibels for any mufflers? do they have the tool and equipment to prove it..jasma certified mufflers are also loud why ila man g exempt? and lastly not all vehicles ng muffler or open pipe mka cause na ug disturbance and noise. i myself is using one, pero wla ko ng saba saba sa kadalanan.im using one to upgrade the performance of my car not to disturb anyone.kinsa man pud mka pa bulhot sa sakyanan sa cebu rn at any time of the day kana mka shagit imo sakyanan?wala kay tungod sa ka traffic.unless for those people na sige ug rev.mao na angay dakpon. what if lang dakpon ka kay ng taod ka muffler na medyo dako pero wala ka ng rev ug mau..dakpon gihapon ka maski wala ka ni violate sa noise and disturbance na law?

support kaayo ko ani, suggestion lang nako dili sila mag focus kaayo anang decibel kay daghan makalusot ana. tan.awon lang gud kung naka open pipe ba multahan dayon. sa motor rani, sa sakyanan naa man gud mga orig mufflers nga dili saba like 5zigen nadunggan nako sa awto sa ako amigo. sa motor wala pako kakitag aftermarket pipe nga hilom.

Ang prohibition ani, brader... 7pm to 5am ra? Basin nasayop ko ug basa, ako lang ipangutana aron maklaro nako pagsabot.

dugay naman ni nga balaud karun lang ang strick nga pag patuman.. ang wa lang jud nako na angayi.. is ang modification.. oo.. naa nata anang loud pipes.. cge go ok ra.. back to stock.. but the thing is.. the modification, even gamay nga mod.. need pa ug authorization.. like changing tire size.. etc... then naay ni gawas.. nga pede mag gamit ug loud pipes. pero u need to pay 5000.. asa ang hustisya.. klaro kayo ang ilang pag patuman.. so allowed ra ang open pipe basta naa lang ka ikabayad nga 5k?

joking aside, wala may blema ang modifications, as long as it meets the safety standard required to maintain the vehicle's street worthiness and dili makadistorbo ug makahasul sa ubang katawhan.
