Every vessel shall at all times maintain a proper look-out by sight and hearing as well as by all available means appropriate in the prevailing circumstances and conditions so as to make a full appraisal of the situation and of the risk of collision.

ang RADIO kay na belong na xa sa "ALL AVAILABLE MEANS"na gi state sa RULE#5

so all availble means explains itself
RADIO? you can kontak the vessel mangutanan ka "WHAT IS YOUR INTENTION"? para makahibaw ka unsa iyang MANUEVERE, or NAGUB>AN ba xag makina dila xa kalaikay,,, communication plays a vital role in navigation sad,,, pero dili xa pweding himoong rason nanu nabangga
That red font i agree 1000%.
As i agree if it was done in ample time nga dili pa kaayo duol sila duwa.
Also if the called party replied then radio communication served its purpose well.

"AT THAT GIVEN MOMENT" it did not. Without prejudice, it may have been the cause of the accident. Waste of time calling and not initiating the proper avoidance action.

Base sa imo link nga "bible" if nagubaan makina, switch on red lights by night. Siguro inig kahuman call dayon?

This is my opinion alone (aw sa akong amigo diay).

Bro about sa nka red, refer to

PART C of the rules = LIGHTS and SHAPES

Rule 27 - Vessels Not Under Command or Restricted in Their Ability to Maneuver

    (a) A vessel not under command shall exhibit:

    (i) two all-round red lights in a vertical line where they can best be seen; (at night)
(ii) two balls or similar shapes in a vertical line where they can best be seen;(daytime)
(iii) when making way through the water , in addition to the lights prescribed in this paragraph, sidelights and a sternlight.

Mao ni xa ang iexhibit bro kung GUBA ang makina... na classify na xa sa

VESSEL NOT UNDER COMMAND unya mu BROADCAST kag SECURITY MESSAGE SA VHF CH.16 to warn all vessels passing the vicinity about your STATUS.

Naa nay proper spacing bay kung pila ang space sa tanang lights

gamit unta kaayo nang traffic controller kay mao na ang third party nga mo.mediate or assist sa two or more ships. just like sa air traffic if ever dili mag.respond yung other plane, ko-kontak sila sa controller for help.

hay naku!!! sa nakikita ko, ang root cause talaga nito at nang past accidents is yung gobyerno natin!

napaka.kati kasi ng mga kamay.. garapal at walang mga kwenta! grrrrr...
