- install VDR/S-VDR on all inter-island vessels.
- establish response plan for oil pollution (upon sinkage or marine disaster, deploy immediately the response team to deal with any anticipated oil pollution)
- establish monitoring/controlling station/VTS on narrow and busy sealanes.
