    yes i know. haha. thats why its temporary. Thats also why i clarrified we still wont do it after jan 1. Sila na bahala LTO7 but pwerteng gamaya ra nila. Yes, daghan among 300 enforcers nga deputized sa LTO but i will make it clear this week that if any of our enforcers use their TOPs for RA10054, when instead they shud focus on traffic management, they can forget hoping for their renewal in CITOM. they are ALL casuals with 6 month contracts renewable ONLY upon the discretion of the mayor.

    ^^ we are also questioning here the legality of the LTO making handwritten annotations in the TOP to make it applicable in helmet apprehensions. TOP in its legal essence can not invoke penalty aligned with RA10054
