Some posts here make sense, but always misses a point.

Anti-muffler modification, absolutely no. Silencers are good, boisterously noisy is not.

Now silencers can be a bad thing, remember the Toyota Prius before it went retail? Even Toyota was told to amp the noise levels a little bit because it was crazy quiet. Nobody will notice it unless it honks or you look at it. Vehicles are also rated according to its noise levels. You guys are saying your stock motorcycles are way too noisy?

So I'm saying that the Prius needs to be a bit noisier. But seriously, if you amp the muffler noise, what's the point of having your stock car rated for this certain kind of noise? To say louder mufflers saves lives is like saying guns need to be louder so you can tell if there's a live round around you. Why are you discharging your firearms anyways?

Like guns, motorcycles need to be carried responsibly. What's the point of your horns? What's the point of your horn if your mufflers are louder than your horns? Okay maybe I'm exaggerating how loud your motorcycle is going to be, but there is ABSOLUTELY NO EXCUSE for you to not use your horns. People talk here like horns loud mufflers are the lifesavers.

The only reason I see a loud muffler could be of use is that when a motorcycle is forcing itself in a stop sign. Like if you're a pedestrian crossing in a busy street, you can't tell if there's a motorcycle within the gaps. In the first place, if you're a motorcycle forcing yourself in front of the stoplight, you are not a responsible driver. Like somebody has mentioned here, irresponsible motorcycle owners here think that motorcycles are like maneuvering machines. You shouldn't be doing this in the first place at all. A motorcycle's space in a stoplight is as good as a 4 wheeled vehicle. It sucks to wait for the stoplight to turn green, but this is not the grand prix.

In the end, responsible driving and a good use of your horns prevails. Why are you guys saying a lot of wrong things can go wrong with this bill?

Why are you driving in the first place kung duk-on ka? Samot pas motor. I refuse to argue with this statement. It's downright stupid.

Ato nalang basulon ang muffler sa kaduka? In computing, we have something we call PEBKAC. I will call this PEBGAC, perhaps "Problem Exists Between Grip and Chair".

And because I noticed the bolded part. I ask you this, as a pedestrian or as a driver? As a pedestrian, very noticeable ang motor. But because we have asshole motorcyclists (not blanketing) racing to the start of the stoplight, I always have a second look when crossing in a red stoplight (read: RED STOPLIGHT. asa ka ana maglumba-anay gihapong mga motor). Asa ang problem ron? Asshole drivers or mufflers? Unsa pa kahag 4 wheeler ka na isolated ang noise from the outside. The only thing holding you off from an accident are your well calibrated mirrors and your sound judgement.

people have different reasons and different preference. if you take changing mufflers as "hambugero", then it's also like saying those people that had tattoos are "hambugero" those people with big bikes, HID stocked car owners, latest phone owners "hambugero" and so on....

Being heard in a busy streets while riding along with huge dump and trailer trucks can save lives.

Being heard in the road from pedestrians who are trying to cross in a clumsy or not in a focus manner can also save a lot of lives.

It's just that, abuse is always there. How about just apprehend the abusers perhaps?
